Council of the European Union
Client needs
On 27 February 2006, the Council of the European Union adopted the Joint Action in support of the Biological and Toxin Weapons Convention (BTWC) as a part of a broader EU strategy to enhance the norms against the usage of biological and toxin weapons. As a major issue of great importance for EU member states, this strategy had to be promoted in order to be understood and widely accepted. Unfortunately, by the year 2008 thirty four states had not yet acceded to the convention. As a result, the Council of the European Union wanted to set out the importance of becoming party to the BTWC. Furthermore, the states that had signed the convention needed guidelines for implementing their national legislation of the BTWC.
Benefits
Information concerning the European Union Joint Action in support of the BTWC is readily available to everyone. Furthermore, member states are better informed how to contribute to the struggle against biological and biochemical weapons by creating laws and regulations in their own countries.
